FDA has issued final guidance on “Considerations When Transferring Clinical Investigation Oversight to another IRB.” This guidance discusses the regulatory responsibilities of institutional review boards (IRBs), clinical investigators, and sponsors when oversight of a previously approved, ongoing clinical investigation under FDA’s jurisdiction is transferred from one IRB to another IRB.  This guidance also addresses questions that have been previously raised concerning procedures and processes that are required and/or recommended by FDA when such oversight is transferred.  
The first C-Trials executive committee meeting, after the elections of the Israeli association for the advancemnet of the biomedical research community, convened on May 11th 2014.

The Israeli ministry of Health published the new guideline for clinical trials in humans2014, which will enter into force on 15.11.2014. This guideline replaces the 2006 guideline (Hebrew)
Microsoft launches accelerator in Israel, 1st in company's history. Microsoft Corporation has announced its launch of Windows Azure Accelerator, the first accelerator in the company's history, at the Microsoft Israel Research & Development Center. Israel was chosen by Microsoft as the site of the accelerator initiative due to the wide-ranging activity of startups in the area.
Joint research center launched by universities in Tel Aviv and Beijing. A $300 million center for innovative research and education has been launched by Tel Aviv University and Tsinghua University of Beijing, funded jointly by government sources and private enterprise. The XIN Center will run out of both universities, bringing together scientists and students from the Israel and China campuses. It will focus its research on pressing global problems in the areas of water, energy, environment, and medicine.
Horizons Ventures invests in Israeli biodegradable packaging company Tipa. Tipa Corporation, which develops biodegradable and recyclable packaging for food and beverages, has received financing in the amount of $10 million, in a funding round led by Li Ka-shing's Hong Kong-based Horizons Ventures. Li Ka-Shing, Asia's wealthiest individual with a net worth of $31.9 billion according to the Bloomberg Billionaires Index, has made numerous investments in Israel of late.
State of Massachusetts and Israel deepen economic ties. The State of Massachusetts recently concluded an economic mission to Israel, led by Governor Deval L. Patrick. Comprised of of over 100 leaders from a wide cross section of industries, including IT, healthcare, energy and water technology, cyber security, academia, financial services, and life sciences, the mission sought to continue to cultivate the strong connections between the business and academic communities of Israel and Massachusetts. A recent study by the New England-Israel Business Council (NEIBC) showed that Israeli-founded companies in Massachusetts booked $6.2 billion in revenue in the state in 2012 and employed nearly 6,700 people.
